Read the instruction manual supplied - if you've lost it then ask on line. Once the oil is drained, then replace with fresh oil to the level indicated on the gearbox. Now replace the drain screw.
Cleaning the spark plugs - Using a spark plug socket remove the plugs. use a spark plug over a wrench as sockets won't damage the ceramic part of the plug. Look at them for signs of wear and soot. Clean and put back or replace. Setting the plugs is easier using a feeler gauge. This sets the correct distance between the plug and lead. The plug will operate better.
Filter and fuel tank cleaning - In order for the engine to run smoothly, you need to be sure the filter is cleaning the fuel efficiently. If this is not the case then the engine will not perform well. This will lead to further faults in due course. Checking the starter cord - Remove the bolts supporting the lid. Gradually wind out the coil against the spring pressure and check for frays and wear. If the coil is in good order then allow the spring to wind the coil back in and put the lid on till next time.
However if it's frayed then this is what to do: Find the pulley recces, where the cord is tied. Un tension the coil spring. Untie the cord and replace with a new one. It's important to tie the knot on the new one in the same way as the original, otherwise it may come undone. Tie a figure eight knot in the handle end. Tension the coil spring. Now wind the cord around the spoil four and half times anti clockwise.
Lubricating the outboard engine parts helps maintain them. When greasing them, remember to allow a little grease down the screw threads, this stops internal corrosion.
